Sorry you had problems with a tour company, but that may not be unique to
Uganda! We usually recommend the Uganda Bird Guides' Association as a
starting point. Contact the Chair, in the first
instance.
The Uganda Bird Atlas, due for publication (by the BOU/BOC) in a few months'
time, only lists 1007 to 1999; about 7 have been officially added since
then, so I wonder how you got to 1045?
Records from places other than the 'beaten track', or exceptional records
from well-known places, are always welcome; they are particularly useful
when accurate localities are included (the atlas is georeferenced to 1 km,
but 10 km is acceptable).
