I have occasionally picked up birds in good condition which I take into the
WA Museum. They have always been welcomed. At the very least they take
measurements.
I write down the details (location, GPS, species, date, and some details if
I know them) on a sheet of paper, and put the bird and details in a plastic
bag and freeze them.
The person at the WA Museum to contact is Ron Johnstone. Ron has never
mentioned anything about needing a permit or anything. Maybe because I
have known him for some time, but I think that as long as your intention is
clear then there are no problems in WA.
