After talking to a couple of people I've realised I'm not clear on what
the legal requirements actually are.  I think I may have fallen into the
trap of repeating someone else's hyperbole...

Sorry about that folks!  Hopefully someone else here can clarify the
situation.


It doesn't change the bottom line of my earlier message though: keep
asking questions and keep watching all the parties involved (even when
the "right hand" says something, the "left hand" sometimes ends up doing
the exact opposite) and please make all levels of government aware of
your concerns!
